मर्स्याङ्दी बेँसी जलविद्युत् आयोजना: विकास, वातावरणीय जिम्मेवारी र स्थानीय समृद्धितर्फको यात्रा

मर्स्याङ्दी बेँसी जलविद्युत् आयोजना: विकास, वातावरणीय जिम्मेवारी र स्थानीय समृद्धितर्फको यात्रा

लमजुङ जलविद्युत् विकासको उच्च सम्भावना भएको जिल्ला हो र मर्स्याङ्दी नदी बेसिनमा करिब २,५०० मेगावाट विद्युत् उत्पादनको सम्भाव्यता रहेको उल्लेख गरिएको छ। हाल यस क्षेत्रमा ३८०.७० मेगावाटका १७ आयोजना सञ्चालनमा छन् भने १,०७९.०१ मेगावाटका १९ आयोजना निर्माणाधीन छन्।

यही क्षेत्रमा दिव्यज्योती हाइड्रोपावर लिमिटेडले ५० मेगावाट क्षमताको मर्स्याङ्दी बेँसी जलविद्युत् आयोजना निर्माण गरिरहेको छ। स्थानीयवासीले नदीको बहाव, वातावरण, सामाजिक तथा सांस्कृतिक प्रभावबारे चासो व्यक्त गरे पनि कम्पनीले वातावरणीय प्रभाव न्यूनीकरणलाई प्राथमिकता दिएको जनाएको छ। कानुनी रूपमा १० प्रतिशत पानी नदीमा छोड्नुपर्ने भए पनि आयोजना हिउँदमा २० प्रतिशतसम्म पानी छोड्न सकिने गरी डिजाइन भइरहेको उल्लेख छ। बाँधसँगै पुल निर्माण गर्ने योजना पनि रहेको छ, जसले लमजुङ र मनाङको यातायातमा सहयोग पुग्ने अपेक्षा गरिएको छ।

आयोजनाको वातावरणीय प्रभाव मूल्याङ्कन (EIA) २०७४ असोज १ गते स्वीकृत भएको थियो र २०७५ भदौ १० गते नेपाल विद्युत् प्राधिकरणसँग विद्युत् खरिद सम्झौता (PPA) सम्पन्न भएको थियो। आयोजनाको मुख्य निर्माण कार्य २०८२ मंसिर ५ गतेबाट सुरु गर्ने लक्ष्य राखिएको र निर्माण सुरु भएको करिब ३० महिनाभित्र विद्युत् उत्पादन गर्ने योजना रहेको छ।

मर्स्याङ्दी बेँसी नदी प्रवाही (Run-of-River) आयोजना भएकाले नदीको सम्पूर्ण पानी रोकिने छैन। नदीको वार्षिक औसत बहाव करिब १५० घनमिटर प्रतिसेकेन्ड रहेको र आयोजनालाई ७० घनमिटर मात्र आवश्यक पर्ने दाबी गरिएको छ। बाँकी करिब ८० घनमिटर पानी नदीमै रहने हुँदा वातावरणीय प्रभाव न्यून रहने कम्पनीको भनाइ छ।

दिव्यज्योती हाइड्रोपावर सार्वजनिक लिमिटेड कम्पनी हो, जसमा १५० भन्दा बढी सेयर सदस्य छन्। कम्पनीमा अपी पावर कम्पनी लिमिटेडको ५१ प्रतिशतभन्दा बढी लगानी रहने उल्लेख गरिएको छ। अपि पावर र यससँग सम्बन्धित समूहले नेपालमा धेरै जलविद्युत् तथा सौर्य आयोजना निर्माण गरिसकेको र करिब ३०० मेगावाट विद्युत् राष्ट्रिय प्रसारण प्रणालीमा आपूर्ति गरिरहेको बताइएको छ।

आयोजनाबाट स्थानीयलाई सेयरमा सहभागी गराउने, रोजगारी सिर्जना गर्ने, स्थानीय स्रोत–साधनको प्रयोग गर्ने तथा खानेपानी, विद्यालय, मठमन्दिर, सडक लगायत पूर्वाधार विकासमा सहयोग पुर्‍याउने लक्ष्य राखिएको छ। विद्युत् उत्पादनपछि सरकारलाई वार्षिक करिब ३.५ करोड रुपैयाँ रोयल्टी जाने र त्यसको एक हिस्सा स्थानीय तहले प्राप्त गर्ने उल्लेख गरिएको छ।

कम्पनीले आयोजना निर्माण गर्दा पर्यावरणीय, सामाजिक, सांस्कृतिक, पुरातात्त्विक तथा धार्मिक क्षेत्रको संरक्षणमा विशेष ध्यान दिने प्रतिबद्धता जनाएको छ। साथै, नेपालको आगामी १० वर्षमा २८,५०० मेगावाट विद्युत् उत्पादन गर्ने राष्ट्रिय लक्ष्यमा मर्स्याङ्दी बेँसी आयोजनाले योगदान पुर्‍याउने विश्वास व्यक्त गरिएको छ।


Marsyangdi Besi Hydropower Project: Toward Development, Environmental Responsibility and Local Prosperity

Lamjung is considered one of Nepal’s highly promising districts for hydropower development. The Marsyangdi River basin is estimated to have a hydropower potential of approximately 2,500 MW. At present, 17 projects with a combined capacity of 380.70 MW are already in operation, while 19 projects totaling 1,079.01 MW are under construction.

Among these projects is the 50 MW Marsyangdi Besi Hydropower Project, being developed by Divya Jyoti Hydropower Limited. Local communities have raised concerns regarding river flow, environmental impacts, and possible effects on social and cultural conditions. The company states that it has prioritized measures to prevent and minimize such impacts.

Although regulations require hydropower projects to maintain at least 10 percent of river flow, the project is reportedly being designed to release up to 20 percent during the dry season. A bridge is also planned alongside the dam, which is expected to support transportation between Lamjung and Manang.

The project’s Environmental Impact Assessment (EIA) was approved on 1 Ashoj 2074, and the Power Purchase Agreement (PPA) with Nepal Electricity Authority was signed on 10 Bhadra 2075. The company aims to begin the project’s main construction work on 5 Mangsir 2082 and complete construction within approximately 30 months.

Marsyangdi Besi is a Run-of-River (RoR) project, meaning the entire river flow will not be blocked. According to the project study, the Marsyangdi River has an average annual flow of around 150 cubic metres per second, while the project requires only about 70 cubic metres per second. The company states that approximately 80 cubic metres per second would therefore continue flowing in the river on average.

Divya Jyoti Hydropower is a public limited company with more than 150 shareholders. Api Power Company Limited is expected to hold more than a 51 percent stake in the company. Api Power and its wider group have developed several hydropower and solar projects in Nepal and are stated to be supplying approximately 300 MW of electricity to the national grid.

The project also aims to provide shares to local residents, create employment opportunities, use local resources and manpower, and support infrastructure such as drinking water systems, schools, temples, roads, and other community facilities.

Once electricity generation begins, the project is expected to contribute approximately NPR 35 million annually in royalties to the government. A portion of this revenue would be distributed to affected districts, municipalities, and local authorities under Nepal’s revenue-sharing framework.

The company states that it is committed to protecting the environmental, social, cultural, archaeological, religious, and tourism values of the project area. The Marsyangdi Besi Hydropower Project is also expected to contribute toward Nepal’s national target of producing 28,500 MW of electricity within the next decade.
